Authorization to Sign State Building Code Modification Applications & Appointment Letters

Purpose

This advisory provides clarification on who is authorized to sign State Building Code modification applications and requests the submission of appointment letters to the Office of the State Building Inspector (OSBI).

Request for Official Appointment Letters

Pursuant to Advisory A-25-03, the building official shall be appointed by the chief executive officer of any town, city or borough, and has the authority to administer and enforce the State Building Code. As a reminder, as noted in Advisory A-25-02, if the appointed building official is on extended absence of fifteen dates or more, the municipality may appoint a licensed building official as the acting building official for a single period not to exceed 180 days, or a provisional appointment. A link to the advisories noted above are included in the resources portion at the bottom of this memo.

The Office of the State Building Inspector keeps a list of active appointments and respectfully requests that each municipality file a letter with OSBI documenting the appointment of its building official or acting building official. This appointment letter must be issued by the Mayor, Town Manager, or First Selectman.

Appointment letters should be sent to DAS.OSBI@ct.gov for the maintenance of our local building officials list that is posted on our website.

This letter should:

  • Identify the acting official
  • Specify the start date of the acting appointment
  • Include the anticipated duration
  • Be signed by the Mayor, Town Manager, or First Selectman

Authority to Sign Modification Applications

Pursuant to CGS subsection (b) of § 29‑254, only the local building official is authorized to sign code modification or exemption applications submitted to the State Building Inspector. This section does not intend to give that authority to licensed assistant building officials or deputy building officials as the town can only have one appointed building official at a time.

An acting Building Official may not sign modification applications unless appointed by the chief executive officer of the town, city or borough they work for.

Summary

Only a duly appointed building official may sign modification applications for their respective municipality. OSBI respectfully requests all appointment letters for building officials and acting building officials for our office’s modification review and record‑keeping purposes.

If you have any questions or need assistance regarding appointment letters, please contact our office at DAS.OSBI@ct.gov.

Sincerely,

Omarys C. Vasquez, AIA, NOMA

State Building Inspector
