Building Official vacancy

The Office of the State Building Inspector (OSBI) maintains a list of Building Officials who are appointed to a local jurisdiction. The list is in alphabetical order by the name of the jurisdiction. OSBI requests to be notified by the municipality when there is a change in appointment of the building official via email at DAS.OSBI@ct.gov.

As a reminder, in accordance with subsection (a) of Connecticut General Statue §29-262  “no person shall act as a building official for any municipality until the State Building Inspector, upon a determination of qualification, issues a license to such person.”

  • Continuing education: Pursuant to subsection (b) of Connecticut General Statue §29-262, licensed building officials shall complete not less than 90-hours of training over consecutive 3-year periods.  Building officials are required to submit proof of successful completion to the State Building Inspector.
  • Revocation of license: Pursuant to the same statute, “the State Building Inspector may, after notice and opportunity for hearing, revoke any license issued” for failure on the part of any building official to present such proof.
  • Suspension or revocation of license by Codes and Standards: Pursuant to subsection (d) of Connecticut General Statue subsection (d) of §29-262, the Codes and Standards Committee “may suspend or revoke the license or certificate of any building official who fails to faithfully perform the duties of his office. No such building official may have his license or certificate suspended or revoked unless he has been given notice in writing of the specific grounds for such action and an opportunity to be heard in his own defense, personally or by counsel, at a hearing before the Codes and Standards Committee.”
In the event of the revocation or suspension of a municipal building official’s license, the CEO of a town, city or borough must appoint a provisional, acting, or licensed building official.

In the event of any other temporary or permanent vacancy of a building official, the CEO of a town, city or borough may appoint one of the following:

  • Building official for a 4-year term, unless other means already provided (Connecticut General Statute §29-260(a)). Building official shall be licensed in accordance with Connecticut General Statute §29-262.
  • Acting building official for a single period not to exceed 180-days (Connecticut General Statute §29-260(a)). Building official shall be licensed in accordance with Connecticut General Statute §29-260(a).
  • Provisional building official not to exceed 90-days (Connecticut General Statute §29-262(a)). Prior to appointment, a candidate shall have filed an application for licensure as a building official with the state building inspector. In the event that a provisional building official does not become licensed as a building official within the ninety (90) days after appointment as a provisional building official, the provisional appointment shall lapse and the appointee shall be ineligible for reappointment as a provisional building official by the original appointing authority. (Connecticut Agency Regulations §29-262-3b).

Verification of Building Official’s or Assistant Building Officials licensure can be viewed online at oedmtraining.ct.gov/PublicWelcome.aspx by clicking on “Verify Credential” on the webpage.
