Capital Building Construction Projects: The Department of Administrative Services (DAS) Construction Services (CS) is the state’s primary department for Capital Building Construction Projects requested by Connecticut Executive and Judicial Branch State Agencies. For each Capital Building Construction Project, the State Agency must submit an 1105 Capital Project Initiation Request (through the Construction Project Management Program, "Trimble Unity Construct", previously known as “e-Builder”) to the Department of Administrative Services (DAS) Construction Services. "DAS Administered" Projects: If an agency is unable to self-administer their Capital Building Construction Project, then the project is administered by DAS Construction Services ("DAS Administered") on behalf of the agency (the "Client Agency").

The following agencies and threshold amounts shall be administered by DAS/CS, in collaboration with the Client Agency. (Note that on and after July 1, 2028, the dollar amounts listed below shall be adjusted in accordance with the provisions of C.G.S. 4b-51(b), as amended): 

• DEEP (greater than $1,000,000) 
• Judicial Branch (greater than $3,000,000) 
• Higher Education (greater than $3,000,000)
• Military Department (greater than $3,000,000)
• All Other State Agencies (greater than $1,000,000)

"Agency Administered" Projects: In general, Connecticut Executive and Judicial Branch state agencies (“agencies”) have the authority to self-administer repairs, alterations, or additions to any state building or premises under their control and management in accordance with C.G.S. 4b-52, as amended ("Agency Administered" Projects). Depending upon an agency’s threshold amount for the repairs, alterations, or additions, the agency may be required to obtain approval from DAS Construction Services and follow the guidance provided by DAS Construction Services.

DAS Approval Not Required:  The following agencies are not required to obtain DAS approval in order to self-administer Capital Building Construction Projects at the noted threshold amounts:

• DEEP ($0 - $500,000)
• Judicial Branch ($0 - $500,000) 
• Higher Education ($0 - $500,000)
• Military Department ($0 - $3,000,000)
• Any Legislative Branch project
• Any University of Connecticut project
• Any Department of Transportation project

DAS Approval Required:  The following agencies are required to obtain DAS approval and follow DAS guidelines in order to self-administer Capital Building Construction Projects at the noted threshold amounts:

• Department of Energy and Environmental Protection (DEEP) ($500,000 - $1,000,000) 
• Judicial Branch ($500,000 - $1,250,000) 
• Higher Education ($500,000 - $2,000,000)
• All Other State Agencies ($0 - $500,000)

Important Notes: The State Agency must certify that: 

• the design and construction of their project will be in substantial compliance with applicable State of Connecticut building/fire codes and statutes, and guidelines established by the DAS Commissioner for Agency Administered Projects;
• the State Agency will have funds in place prior to award of contracts; and
• the Agency Administered Project will remain within statutory budget limits.
