Welcome to the webpage for Project No. 0171-0496, Replacement or Removal of Retaining Walls in Central Connecticut.
A virtual public informational meeting for the project will be held on Wednesday, June 10, 2026, at 6:30 p.m. This meeting aims to inform the community about the proposed project, gather feedback, and answer any questions.
The purpose of the project is to address the deficiencies of the retaining walls and to accommodate safe travel for all roadway users.
RW-033-099-001 on Route 99 (near Doering Drive) in Cromwell
The project will consist of removing the existing retaining wall. One of the two northbound lanes in the vicinity of the retaining wall will be removed, northbound shoulder will be reconstructed to accommodate a 5-foot-wide shoulder, and the northbound section of the roadway repaved. A sidewalk will be installed along the northbound side of the road. Maintenance and protection of traffic during construction will consist of shifting northbound traffic into a single lane with temporary traffic barriers along Route 99 northbound, creating a work zone on the east side of the roadway.
RW-053-017-003 on Route 17 (near Carini Road) in Glastonbury
The proposed project will consist of removing the existing retaining wall. The roadway embankment will be regraded. No roadway work is proposed at this retaining wall. Maintenance and protection of traffic during construction will consist of shifting traffic to the east with temporary traffic barriers installed along Route 17 southbound, creating a work zone on the west side of the roadway.
RW-053-017-002 & 004 on Route 17 (near South Mill Drive) in Glastonbury
The proposed project will consist of replacing the existing retaining walls with a new wall system. The northbound shoulder will be reconstructed to accommodate a 5-foot-wide (minimum) shoulder in the vicinity of the wall, and the northbound section of the roadway will be repaved. Maintenance and protection of traffic during construction will consist of shifting traffic to the west with temporary traffic barriers along Route 17 northbound and installing temporary traffic signals at the intersection of Route 17 and South Mill Drive, creating a work zone on the east side of the roadway.
RW‑166-069-001 on Route 69 (near Bound Line Road) in Wolcott
The proposed project will consist of replacing the wall with a new wall system. The northbound shoulder will be reconstructed to accommodate a 7-foot-wide shoulder and the northbound of the roadway repaved. Maintenance and protection of traffic during construction will primarily consist of closing the right climbing lane of Route 69 northbound with temporary traffic barriers along Route 69 northbound, creating a work zone on the east side of the roadway.
Right-of-way impacts associated with the proposed project include slope easements and temporary construction easements. Construction is anticipated to begin spring 2028 based on the availability of funding, acquisition of rights of way, and approval of permits. The estimated construction cost for this project is approximately $13 million. The project is anticipated to be undertaken with 80% federal funds and 20% state funds.
