Welcome to the webpage for Project 171-514, Accessible Pedestrian Signal (APS) Upgrades in Greater Hartford.
A virtual public informational meeting for the project will be held on Tuesday, March 24, 2026, at 6:00 p.m. This meeting aims to inform the community about the proposed project, gather feedback, and answer any questions.
The project involves providing pedestrian pedestals, Accessible Pedestrian Signal (APS) push buttons, countdown signal heads, sidewalk ramps, and leading pedestrian intervals (LPI) at various locations in throughout the Greater Hartford area to meet current Manual on Uniform Traffic Control Devices (MUTCD) and Americans with Disabilities Act (ADA) requirements.
These upgrades will provide the traveling public with improved tools to safely use crosswalks and promote non-vehicular mobility at various state-maintained traffic control signals in Berlin, Bloomfield, Bristol, East Windsor, Meriden, Middletown, New Britain, Newington, Newington, Plainville, Somers, Southington, South Windsor, Vernon, and Windsor.
Right-of-way impacts are minor at certain locations.
Construction is expected to start summer 2027 depending on funding, right-of-way acquisition, and permits. The estimated cost is $7 million with 90% federal funds and 10% state funds.
