Welcome to the webpage for State Project No. 0139-0116, Replacement of Bridge No. 04569 Carrying Russell Avenue over Philo Brook in Suffield.
A virtual public informational meeting for the project will be held on Thursday, July 31, 2025, at 7:00 p.m.
This meeting aims to inform the community about the proposed project, gather feedback, and answer any questions.
The project involves addressing structural deficiencies and substandard design elements to bring the structure to a state of good repair. The project will consist of:
- Replacing the existing structure with a precast concrete superstructure on pile supported concrete abutments.
- The structure will have a 50-foot clear span and 26-foot curb-to-curb width consisting of 11-foot travel lanes and 2-foot shoulders.
- There will be open metal bridge rail over the structure and new bituminous overlay.
- All utilities will be temporarily relocated during the project. There is a 4.2 mile detour proposed for the duration of the project and consists of Russell Avenue, North Street, Halliday Avenue W and Blossom Street.
The right-of-way impacts associated with the proposed improvements are in the form of slope easements and construction easements.
Construction is anticipated to begin spring 2027 based on the availability of funding, acquisition of rights of way, and approval of permit(s). The estimated construction cost for this project is approximately $3 million. This project is anticipated to be undertaken with 80% federal funds and 20% state funds.
