The Connecticut Department of Transportation (CTDOT) will conduct a hybrid public information meeting concerning the replacement of existing stone culvert under Route 19 carrying East Street in Stafford, on Thursday, May 29, 2025, at 6:00 p.m. at the Stafford Community Center at 3 Buckley Highway in Stafford Springs. This meeting facility is ADA accessible.
This hybrid public information meeting is being held to provide the public and local community the opportunity to offer comments or ask questions regarding the proposed project.
The purpose of the project is to replace the existing stone clapper box culvert due to structural deficiencies. There are no existing catch basins along the edge of road and there is evidence of ponding during rain events. Roadside safety along Route 19 is also substandard.
Right-of-way impacts are associated with the proposed improvements which include temporary construction easements, drainage easements, an aerial easement, right to remove and reset stone wall, and right to grade and construct driveways.
Construction is anticipated to begin spring 2027. The estimated construction cost for this project is approximately $2.7 million, with 80% Federal funds and 20% State funds.
