Public Information Meeting Farmington Canal Heritage Trail Phase 3 in Plainville

10/23/2025

The Connecticut Department of Transportation (CTDOT) will conduct an in-person public information meeting concerning the Farmington Canal Heritage Trail (FCHT) Phase 3 from Norton Park to Route 72 at Plainville High School Auditorium at 47 Robert Holcomb Way in Plainville on Thursday, November 20, 2025, at 5:00 p.m. The meeting location is ADA accessible.

The public information meeting is being held to provide the public and local community the opportunity to offer comments or ask questions regarding the proposed project. This meeting will begin as an open house at 5:00 p.m. where individuals can view project related renderings and discuss any questions for the CTDOT project staff. A formal design presentation will begin at 7:00 p.m.

For more information and additional ways to provide comments and ask questions, please visit portal.ct.gov/DOTPlainville0109-0173.

“The purpose of this project is to close the remaining gap in the Connecticut section of the Farmington Canal Heritage Trail by constructing a multi-use trail through Plainville that will provide users a continuous and safe transportation network through Connecticut,” said Connecticut Department of Transportation Project Manager Stephen Hall. “We encourage the public to attend and share their feedback with the project team.”

Right-of-way impacts will affect Norton Park for the construction of the Farmington Canal Heritage Trail.

Construction is anticipated to begin spring 2028 based on the availability of funding, acquisition of rights of way, and approval of permit(s). The estimated construction cost for this project is approximately $28 million. This project is anticipated to be undertaken with 80% federal funds and 20% state funds.

For those who can’t attend any of the in-person meeting or wish to view the content digitally can view a self-guided presentation at portal.ct.gov/DOTPlainville0109-0173. The self-guided meeting will be open through December 2025 and is the same information presented at the open house.

Individuals with hearing and/or speech disabilities may request that project information be mailed to them within one week by contacting Stephen Hall at Stephen.Hall@ct.gov or (860) 594-2591.

Language assistance may be requested by contacting the CTDOT Language Assistance Call Line (860) 594-2109. Requests should be made at least five business days prior to the meeting. Language assistance is provided at no cost to the public and efforts will be made to respond to timely requests for assistance.

Members of the public can submit comments and questions during the two-week public comment period following the meeting. Please submit comments and questions by Thursday, December 4, 2025, here, to DOT.0109-0173Plainville@ct.gov, (860) 594-2020, or Stephen Hall at Stephen.Hall@ct.gov or (860) 594-2591.
