The Connecticut Department of Transportation (CTDOT) today released its five-year Capital Plan for fiscal years 2024-2028, outlining the continued implementation of funding, policies, and programs from the Infrastructure Investment and Jobs Act (IIJA).
Historic federal investments and robust state-funded programs are helping CTDOT transform the state’s infrastructure to make it safer and more accessible for all roadway users and people of all abilities. Through these projects, CTDOT is investing in sustainable transportation to reduce greenhouse gas emissions throughout the state.

CTDOT anticipates programming approximately $3.26 billion in total capital funding for all transportation modes in FY24. The 2024 Capital Program includes approximately:
- $1.59 billion for bus and rail
- $1.60 billion for roadway and bridge infrastructure
- $67.7 million to support renovating transportation facilities across the state
The overall five-year Capital Plan (2024-2028) programs $14.09 billion in planned funding to improve safety and mobility throughout the state.
“We are continuing our efforts to transform our state’s infrastructure to ensure it is safe and accessible for everyone,” said Connecticut Department of Transportation Commissioner Garrett Eucalitto. “Through various projects and programs, we are reconnecting communities, reducing greenhouse gas emissions, and improving quality of life through transportation.”
Listed below are a sample of projects included in the five-year Capital Plan:
Projects currently in design, future construction
- Roadway Projects
- Route 9 in Middletown. Series of projects to support removing traffic signals from the expressway.
- Route 85 in Salem and Montville. Corridor improvements to provide consistent shoulder widths, improve sightlines, left-turn lanes, and replace deficient bridges.
- Route 82 in Norwich. Safety improvement project to reduce the number and severity of crashes.
- Bridge Projects
- I-95 P.T. Barnum Bridge Rehabilitation over the Pequonnock River in Bridgeport.
- I-291 Bissell Bridge Rehabilitation over the Connecticut River.
- US 1 Mystic River Bridge Rehabilitation over the Mystic River in Groton.
- Public Transportation Projects
- Hartford Line – New Enfield Station.
- New Haven Union Station Campus Improvements.
- Waterbury Line Platform Replacement Program.
Active construction projects
- Roadway Projects
- I-91/I-691/Route 15 Interchange Improvements in Meriden. Three separate projects to reduce congestion, improve operations, and address safety concerns. One project will be delivered using the Design-Build method.
- Route 15 (Merritt Parkway) Corridor Improvements in Norwalk and Westport.
- I-95 Interchange Improvements at Exit 74 in East Lyme.
- Bridge Projects
- I-91 Dexter Coffin Bridge Rehabilitation over the Connecticut River in Windsor and East Windsor.
- Route 82 Swing Bridge Rehabilitation over the Connecticut River in Haddam and East Haddam.
- I-95 Northbound Gold Star Memorial Bridge Rehabilitation over the Thames River in Groton and New London.

- Stamford Station Elevators and Escalators Improvements in Stamford.
- Darien Railroad Station Improvements in Darien.
- WALK Moveable Bridge Replacement in Norwalk.
Members of the public can provide comments on the five-year Capital Plan online. The public comment period ends March 1, 2024.
