Safety Code for Elevators and Escalators

About the Bureau of Elevators
In addition to the State Building Code, the Office of the State Building Inspector is responsible for certification and inspections of elevators, escalators, dumbwaiters, moving walks, private residence elevators, tramways and personnel hoists used for construction and demolition.


At present we have over 19,000 elevators and escalators registered in Connecticut that are regularly inspected by the state. Our inspectors, aside from inspecting elevators, are required to witness required tests by state licensed elevator contractors, and will investigate accidents and complaints.

 

PLEASE NOTE ELEVATOR CODE CHANGES

On January 3, 2018 Connecticut has adopted the ASME A17.1-2013 Elevator Safety Code for Elevators and Escalators.  Please note the major changes:  

Maintenance Control Program:

A written Maintenance Control Program for each elevator or escalator shall be installed on-site in each machine room or machine space, provided by the person(s) and or firm who is maintaining the equipment.  The MCP shall include all maintenance, repair, replacement and testing records of such equipment.  

Single Bottom Cylinders:

All hydraulic single bottom cylinder elevators, where the cylinder is installed below ground, shall either have the cylinder replaced, safeties installed or an installation of a plunger gripper. This requirement does not pertain to cylinders which were installed with a safety bulkhead.    Please consult with your elevator maintainer to determine if your cylinder meets this requirement. If the cylinder has been replaced, please show documentation in the on-site Maintenance Control Program.

 

Historic State of Connecticut Elevator Safety Codes

Prior to July 1, 1939

The State of Connecticut had its own code: Regulations 19-410-A1 to A57, renumbered to 29-192-A1 to A57

Effective July 1, 1939

Regulations 19-410-B1 to B87
(The B Code was basically a rewritten version of the ANSI A17.1 1937 Code)

Effective April 11, 1975

Regulations 29-192 B88: Adopted the ANSI A17.1a-1971 and addendas 1972, 1973, 1974

Effective June 1, 1990

Regulations 29-192-C1: Adopted the ASME A17.1-1987, Safety Code for Elevators and Escalators and ANSI A17.1a-1988 addenda

Effective June 2, 1999

Regulations 29-192-4d: Adopted the ASME A17.1-1996, Safety Code for Elevators and Escalators with ASME A17.1a 1997 and 1998 addendas
