• What is the “Qualifications Based Selection (QBS) Procedure”?
  Answer:

  The QBS Procedure evaluates the qualifications and experience of your firm, and begins with the public advertising of a Request for Qualifications (RFQ) on the Department of Administrative Services (DAS) State Contracting Portal. 

  • Each RFQ requires prospective Consultants to submit specific information about their qualifications and experience for a specific State Building Construction Project. 
  • There are separate RFQs for each type of Consultant Services.
  • Firms are awarded contacts in accordance with the Regulations of Connecticut State Agencies 4-134e-1 et al after negotiation of a fair and reasonable fee for a defined scope of work.
