Welcome to the webpage for the Utility Relocation & Roadway Improvements Along the Hartford Line, Windsor Locks.
A public informational meeting for the project will be held on Thursday, May 29, 2025, at 6:00 p.m. at the Windsor Locks Town Hall, in Room 106, located at 50 Church St. in Windsor Locks. The meeting location is ADA accessible.
This meeting aims to inform the public about the proposed project, gather feedback, and answer any questions. A question and answer (Q&A) session will immediately follow the presentation.
The project involves relocating a line of existing utility poles on the east side of Route 159 to the west side of the roadway to accommodate realignment of the existing Hartford Line track and the installation of a second one to support increased rail service.
The project will also include sidewalk and curb improvements, the relocation of an existing traffic signal, and roadway safety improvements. Minimal right-of-way impacts are anticipated. Construction is expected to start winter 2026, depending on funding, right-of-way acquisition, and permits. The estimated cost is $5 million with 100% state funds.
