A Virtual Public Informational Meeting for this project will be held on Thursday, March 21, 2024 at 6:00 p.m.

The purpose of this meeting is to provide the community an opportunity to learn about the proposed project and allow an open discussion of any views and comments concerning the proposed improvements. A Question & Answer session will immediately follow the presentation.

Purpose and Need:

The purpose of this project is to address high crash rates and substandard geometric conditions at Interchange 62 on Route 15 Northbound in the town of North Haven. Additionally, a secondary purpose is to reduce crashes and improve operation at the intersection of the Ramp termini and SR 717 (Dixwell Avenue). The project is needed because the existing acceleration and deceleration lengths are insufficient and do not provide adequate distances for merging and diverging at appropriate speeds, resulting in a higher-than-expected number of crashes. Further, the lack of turning lanes on all legs of the Ramp termini and SR 717 intersection contribute to both congestion and crashes.

Proposed Improvements:

The project will revise the geometry of the Route 15 Interchange 62 Northbound on and off ramps, construct acceleration and deceleration lanes to current design standards (thereby removing the stop-controlled on-ramp) and upgrade the existing traffic control signal and lane configurations at the intersection of SR 717 (Dixwell Avenue) at the Ramp termini and Vista Road.

Route 15 Northbound:  Mainline Route 15 will be revised to a standard cross section that will consist of 12-foot travel lanes, a four-foot inside shoulder, and a ten-foot outside shoulder in the Northbound direction only. Concrete median barrier is present along Route 15 for approximately 1,100 feet of the project, beginning at the southern limit. It is not anticipated that the median barrier or adjacent drainage will be modified or impacted throughout that section.

Interchange 62 off-ramp & Bridge No. 00785:  The project will construct a 550-foot deceleration lane with a 250-foot taper. This will require widening Bridge No. 00785 (Route 15 over the Mill River) to the south by approximately 8 feet. The off-ramp itself will also be modified slightly, increasing the radius of the curve from 150 feet to 200 feet. Fill material will be required to support the widened roadway, but no rights-of-way impacts are anticipated for the extension of the northbound deceleration lane.

Interchange 62 on-ramp & Bridge No. 00786:  The existing northbound stop-controlled on-ramp will be revised to a conventional yield controlled on-ramp and acceleration lane. Given the approximately four percent (4%) upgrade of Route 15 through the project area, an acceleration length of 825 feet is needed with a revised radius of 550 feet. To achieve this length, it is proposed that Bridge No. 00786 be replaced. The existing concrete arch structure cannot be widened and will therefore be replaced to accommodate the additional 20 feet of roadway width needed for the acceleration lane and shoulder. Approximately 50 feet of full depth reconstruction for Ridge Road on either side of the new bridge limits are anticipated.

SR 717 (Dixwell Avenue) at the Ramp Termini and Vista Road (Intersection No. 100-252): The proposed replacement of the existing traffic signal is necessary to accommodate the revised traffic pattern on SR 717. The Eastbound approach to Intersection 100-252 will be revised from one lane eastbound approach to a left-turn lane and a thru/right lane arrangement. A second lane will also be added to the off-ramp approach to better accommodate the traffic patterns of that approach.

There are right-of-way impacts associated with the proposed improvements.  Right-of-way impacts include rights to reconstruct driveways to tie into the altered road edges of the pavement, partial property acquisitions for the construction of the widened Dixwell Avenue, installation of traffic signal mast arm foundations, relocation of utility poles, and an easement for the installation and maintenance of guiderail on the north end of Ridge Road.

Construction is anticipated to begin in Spring 2026, based on the availability of funding, acquisition of rights-of-way, and approval of permit(s).  The estimated construction cost for this project is approximately $17.8 million. This project is anticipated to be undertaken with eighty percent (80%) Federal funds and twenty percent (20%) State funds.
