Project type
Two different rates are calculated for each Local Education Agency (school district, known as “LEA”) that is eligible under the School Construction Grant program.
General construction
Reimbursement rates are between 20% and 80%. Types of projects include:
- Renovations (priority)
- Extensions (priority)
- Major alterations of an existing school building (priority)
- Code violations (nonpriority)
- Roof replacements (nonpriority)
- New construction or replacement of a school building when a town or regional school district can demonstrate that new construction or replacement is less expensive than a renovation, extension, or major alteration of an existing school building (priority)
New construction
Reimbursement rates are between 10% and 70%. Types of projects include:
- New construction (priority)
- Replacement of a school building (priority)
Applicable year
For the non-priority and priority projects(s), the reimbursement rate will be the rate in effect for the fiscal year during which local funding authorization is secured. For example, if a district applies for a grant on July 3, 2023, but the local funds were secured on April 20th, 2023, then the FY 2023 rate is assigned to the project.
Special reimbursement rates
There are specific opportunities for districts to receive higher rates for their school construction projects.
- Regional agricultural science and technology education centers or the purchase of equipment pursuant to subsection (a) of section 10-65 receive an 80% reimbursement rate (Conn. Gen. Stat. § 10-286(a)(4)).
- Regional special education facilities receive an 80 % reimbursement rate (Conn. Gen. Stat. § 10-286(a)(4)).
- K-12 regional school districts receive an extra 10% to their reimbursement rate, but the total rate may not exceed 85% (Conn. Gen. Stat. § 10-285a(b))
- Interdistrict cooperatives receive an additional 10% to their reimbursement rate (Conn. Gen. Stat. § 10-285a(d))
- Early childhood care and education programs for birth to age five receive an additional 15% to their reimbursement rate. However, the district must maintain full-day preschool enrollment for at least 20 years for [A NEW?] exclusive building for this purpose or 10 years for expansion of existing building (Conn. Gen. - Lighthouse schools receive an additional 10% to their reimbursement rate (Conn. Gen. Stat. § 10-285a(f)).
- Projects to increase out-of-district seats for the interdistrict program receive up to an additional 10% to their reimbursement rate (Conn. Gen. Stat. § 10-285a(g)).
- Projects to reduce kindergarten through grade three class size in priority school districts and priority schools (i.e. Early Reading Success program) receive an additional 15% to their reimbursement rate (Conn. Gen. Stat. § 10-285a(h); Updated in PA 24-151)
- Projects to create full-day kindergarten or full-day preschool in priority school districts or priority schools receive an additional 15% to their reimbursement rate. However, the preschool [OR KINDERGARTEN?] program must be maintained for 10 years (Conn. Gen. Stat. § 10-285a(h))
- And Inclusive Municipalities as designated by the Commissioner of the Department of Housing (DOH) receive an additional 5% to their reimbursement rate.
