DAS Construction Services - Summary of Hazardous Materials Inspection and Abatement Services

Program Funding and Eligibility

Funding for this program is provided by general obligation bond funds and is available to Connecticut State Agencies who require hazardous material inspection and abatement services at State-Owned Properties and Facilities.

Connecticut State Agencies undertaking minor renovation or repair projects with total project construction costs of less than $500,000 may utilize funding from this program to obtain hazardous material inspection and abatement services, including:

  • Studies or analyses to identify hazardous materials and how best to abate them;
  • Abatement of hazardous materials by removal or encapsulation; and/or
  • Limited demolition that removes hazardous materials as part of the abatement process.

Hazardous Material Program Funding may not be used for state building construction projects where total construction costs exceeds $500,000. Such projects must follow public bidding requirements and use project funds for any hazmat-related services. Requests for the allocation of project funding for hazardous material inspection and abatement activities should occur in the same fiscal year that design funds are requested for the project. DAS can provide assistance in developing estimated costs.

In limited instances, DAS/CS may authorize the use of Hazardous Material Program Funding in response to an emergency, or as directed by the DAS Deputy Commissioner.
