DAS Construction Services - Summary of Hazardous Materials Inspection and Abatement Services
Overview
The Department of Administrative Services (DAS) provides funding and technical assistance to Connecticut State Agencies for the investigation and remediation of hazardous materials in state-owned buildings, including asbestos, lead, PCBs, universal wastes, and mold.
Funding is available for Environmental Consulting and Abatement Contracting services consistent with State Contracts 19PSX0120 and 20PSX0154, including:
- Environmental Consulting for investigation, testing, and reporting of suspected hazmats; development of abatement plans and specifications; and oversight, monitoring, and reporting of abatement activities.
- Abatement Contracting for removal and disposal of hazardous building materials in state facilities.
- Emergency Response for environmental consulting and/or abatement contracting.
Application Process:
A client agency requesting DAS HazMat Program funds must complete the 1165 HazMat Project Request process in Trimble Unity Construction (formerly eBuilder) and be approved by the DAS Chief Architect or Deputy Secretary.
Submitted applications must include work plans and cost estimates based on awarded contract rates from environmental consultants listed under State Contract 19PSX0120 and/or abatement contractors listed under State Contract 20PSX0154. The number of required work plans and cost estimates will vary depending on the scope of services and the amount of funds being requested.
The standard review process generally takes 2-3 weeks before funding is authorized.
Emergency Use of Funds
The HazMat Program provides an abbreviated application process in response to emergencies involving hazardous building materials. To qualify as an emergency under this program, there must be a condition that:
- presents an immediate threat to the health and safety of any persons, or disrupts the normal operation of the agency (or portions thereof), and
- requires the commencement of hazmat services within a twenty-four (24) hour period.
During the emergency, the client agency must submit an application in Trimble Unity Construction (formerly eBuilder) that includes a description of the emergency and the required hazmat services, and a cost estimate from the selected consultant and/or contractor.
