What Are “Contractor Pre-Selection (CPS) State Building Construction Projects”?
Answer:
CPS State Building Construction Projects are:
- construction projects at state buildings that are managed through the Department of Administrative Services (DAS) Construction Services;
- either: estimated to cost between $100,000 and $500,000 and open to Pre-Selected DAS-Certified Small Business Enterprise (SBE) and/or Minority Business Enterprise (MBE) construction contractors on the appropriate CPS Class of Work list;
- or: estimated to cost between $500,000 and $1,500,000 and open to Pre-Selected DAS Prequalified construction contractors on the appropriate CPS Class of Work list;
- one of nine “Classes of Work”:
- Roofing,
- General Building Construction (Group B),
- HVAC,
- Masonry,
- Sitework,
- Electrical,
- Sewer and Water Lines,
- Fire Protection Sprinkler Systems, or
- Elevators.

What is the “QBS Procedure” for the CPS Program?
Answer:
The “Qualifications Based Selection” (QBS) Procedure for the CPS Program evaluates the qualifications and experience of each contractor, and begins with the public advertising of a Request for Qualifications (RFQ) on the DAS State Contracting Portal.
- The RFQ requires prospective contractors to submit specific information about their qualifications and experience for one of the nine “Classes of Work”.
- There are separate RFQs for each “Class of Work”.
- There are separate RFQs for projects estimated to cost between:
- $100,000 and $500,000; and
- $500,000 and $1,500,000
- If qualified, your firm becomes a “Pre-Selected Contractor” and is placed on a list(s) to bid on future CPS State Building Construction Projects.

Does my firm need to be an SBE or MBE firm?
Answer:
- For projects estimated to cost between $100,000 and $500,000, your firm must be an SBE or MBE firm to participate in the CPS Program.
- For projects estimated to cost between $500,000 and $1,500,000, your firm does not need to be (but certainly can be) an SBE or MBE firm to participate in the CPS Program.

Does my firm need to be Prequalified under the DAS Contractor Prequalification Program?
Answer:
- For projects estimated to cost between $100,000 and $500,000, your firm does not need to be (but certainly can be) Prequalified in the appropriate Class of Work to participate in the CPS Program.
- For projects estimated to cost between $500,000 and $1,500,000, your firm must be Prequalified in the appropriate Class of Work to participate in the CPS Program.
