Transit Service Change and Equity Analysis Process

When fare and/or service changes are proposed to the state's bus and rail services, it is important that the public is informed of these changes and allowed the opportunity to comment. Undertaking a formal equity analysis is how the Connecticut Department of Transportation (CTDOT) evaluates proposed bus and rail service or fare changes to determine if they will cause a disparate impact to minority persons or a disproportionate burden to people with low incomes, as defined by the CTDOT’s Title VI Program. Title VI of the Civil Rights Act of 1964 prohibits discrimination based on race, color and national origin. By conducting these analyses, CTDOT can make informed decisions about route planning, service changes, and resource allocation. This helps build a more customer focused and streamlined transit system that serves the needs of our communities.

Proposed Connecticut Rail Fare Changes

The Connecticut Department of Transportation (CTDOT) will conduct two (2) in-person and two (2) virtual public hearings for the proposed Connecticut rail fare changes. The fare changes include the following: 

  • Proposed 5% fare increase on Metro-North services in CT (New Haven Line and the New Canaan, Danbury, and Waterbury Branch Lines) and CTrail Hartford Line and Shore Line East services, effective September 1, 2025.
  • Proposed 5% fare increase on Metro-North services in CT and CTrail Hartford Line and Shore Line East services, effective July 1, 2026.

Public Hearing Information

At these public hearings, CTDOT will provide information and accept public comments on the proposed fare changes as well as the equity analysis report. The public comment period will run from June 6 to July 6, 2025. The public hearings will be conducted in-person in Stamford and New Haven and virtually via Zoom. During open house hours on June 23 and June 24, CTDOT staff will be available for informal questions and answers.

  • Wednesday, June 25, 2025 from 3:00 p.m. to 6:00 p.m. at New London Union Station 
  • Thursday, June 26, 2025 from 2:00 p.m. to 5:00 p.m. at Hartford Union Station

How to participate in the in-person public hearings

  • The meeting facilities are ADA-accessible and are accessible by transit.
  • Registration is encouraged; however, it is only required for those would wish to provide a comment during the hearing. To register, please email dot.proposedtransitchanges@ct.gov or call (860)594-3612 and leave a voicemail with your full name, contact information, and the public hearing you’d like to speak at. Registration will be accepted up until the day of the hearing and will remain open for the duration of the hearing.
  • Language assistance may be requested by contacting the CTDOT Language Assistance Call Line at (860) 594-2109. Requests should be made at least 5 business days prior to the meeting. Language assistance is provided at no cost, and efforts will be made to respond to timely requests for assistance.

 

 

 

How to participate in the virtual public hearings

  • Registration is required. To register for the virtual public hearing on June 30 from 7pm-9pm, click here. To register for the virtual public hearing on July 1 from 12pm-2pm, click here. To register for any of the public hearings by phone, call (860)594-3612 and leave a voicemail with your full name, contact information, and the virtual public hearing you’d like to speak at. Registration will be accepted up until the day of the hearing and will remain open for the duration of the hearing.
  • Individuals can listen to the hearing by calling Toll Free 833-548-0282 and entering the Webinar ID when prompted at the time of the hearing.
  • Persons with hearing and/or speech disabilities may dial 711 for Telecommunications Relay Services (TRS). Alternatively, Zoom provides closed captioning, including non-English languages

The virtual public hearings will be recorded and available online after the meetings. Recordings of the hearings and formal presentation will be posted to YouTube with closed captioning, including non-English translation options. Links will be provided on this webpage.
