Public Invited to Informational Meeting on Proposed Replacements of Signal Substations at Cos Cob and New Haven

The Connecticut Department of Transportation (CTDOT) will conduct a public information meeting about the proposed replacements of signal substations at Cos Cob and New Haven on Thursday, February 29, 2024, from 6:00-7:30 p.m. The meeting will be held virtually on Zoom.

 

The virtual public information meeting is being held to provide the public and local community the opportunity to offer comments or ask questions regarding the proposed project. The meeting will take place on Zoom, and registration is required. A question and answer (Q&A) session will immediately follow the presentation, which will be recorded. The purpose of the project is to replace and upgrade the railroad signal power infrastructure on Metro North Railroad, New Haven Line signal substations at Cos Cob (Sub 309) and Fair Street (Sub 1091).  The power generation equipment at these stations have reached the end of their useful lives. The technology and equipment are outdated, unreliable, and impacts rail services.

Design for both substations is expected to be finalized in summer 2024. Construction is anticipated to begin at both substations in spring 2025 based on the availability of funding and approval of permit(s). Construction is expected to be completed at both substations in fall 2026.

 

At Cos Cob, there are expected to be minor, short-term impacts to the sidewalk, parking lot, and short-term partial travel lane closures at Sound Shore Drive during construction. At Fair Street, there is expected to be a short-term Brewery Street travel closure during construction.

English and Spanish closed captions will be available via Zoom. Language assistance may be requested by contacting the Department’s Language Assistance Call Line (860) 594-2109. Requests should be made at least five (5) business days prior to the meeting. Language assistance is provided at no cost to the public and efforts will be made to respond to timely requests for assistance. Persons with limited internet access may also request that project information be mailed to them by contacting Seamus Flannery at Seamus.Flannery@ct.gov or (860) 594-2885. Please allow one (1) week for processing and delivery.

Non-English language closed captioning will be available on Zoom and YouTube. The recording will also be posted immediately following the meeting in the list of CTDOT virtual public meetings at portal.ct.gov/ctdotVPIMarchive.

 

During the meeting and the 14-day comment period that follows the meeting, individuals may submit comments and questions at Seamus.Flannery@ct.gov. Individuals may also leave a voicemail at (860) 594-2885. Please reference State Project No. 0301-0520 in a voicemail.
