Public Invited to Virtual Informational Meeting Regarding the Rehabilitation of CTDOT Bridge No. 03514 and NYSDOT Bridge No. 1052991, Interstate 684, Towns of Greenwich, CT and North Castle, NY

The Connecticut Department of Transportation (CTDOT) will conduct a virtual public information meeting concerning the Rehabilitation of CTDOT Bridge No. 03514 and NYSDOT Bridge No. 1052991, Interstate 684 over Byram River in the towns of Greenwich, CT and North Castle, NY on Thursday, January 26 at 6 p.m. The meeting will take place on Zoom and registration is required. A Question and Answer (Q&A) session will immediately follow the presentation. The presentation will be recorded. The Virtual Public Information Meeting is being held to provide the public and local community the opportunity to offer comments or ask questions regarding the proposed project.

The purpose of State Project 0056-0319 is to rehabilitate CTDOT Bridge No. 03514 and NYSDOT Bridge No. 1052991 and by addressing the structural deficiencies of the bridges. The existing structures are 52-foot long single-span bridges consisting of prestressed concrete butted box beams supported by reinforced concrete abutments and wingwalls. The structures transverse post-tensioning strands have failed, causing the decks to deteriorate. 

The proposed rehabilitation involves reconstructing the backwalls and approach slabs, replacing the existing superstructures with prefabricated bridge units (PBUs), and installing new waterproofing membranes and bituminous wearing surface. Interstate 684 will be milled and paved at both bridge approaches.

To perform construction and minimize traffic impacts, the superstructure replacements will occur during the weekend. Temporary crossovers onto each bridge will be constructed in the median allowing two lanes of both I-684 NB and SB to remain open during construction. The three existing traffic lanes of I-684 Northbound (NB) and Southbound (SB) will be reduced to two lanes prior to shifting the traffic temporarily. Once all crossover traffic is clear of the work zone, both the northbound and southbound lanes will be redirected to their existing travel configuration. This will provide the required access needed to perform the superstructure replacements.  

Right-of-way impacts associated with the proposed project are not anticipated.

Construction is anticipated to begin in spring 2024 based on the availability of funding and receipt of permits and will be completed in one construction season. The estimated construction cost is approximately $10 million for each bridge. This project is anticipated to be undertaken with 90 percent Federal funds and 10 percent State funds. The project is identified as Connecticut State Project No. 0056-0319.

Language assistance is provided at no cost to the public and efforts will be made to respond to timely requests for assistance. 

This meeting will also be livestreamed on the CTDOT YouTube Channel and no registration is required. Non-English language closed captioning will be available on Zoom and YouTube. The recording will also be posted immediately following the meeting in the list of CTDOT virtual public meetings at portal.ct.gov/ctdotVPIMarchive.
