Virtual Public Information Meeting Concerning the Proposed Rehabilitation of Bridge 06574 Carrying Route 159 (Palisado Avenue) over Mill Brook in Windsor

The Connecticut Department of Transportation (Department) will conduct a virtual public information meeting concerning the proposed rehabilitation of Bridge 06574, which carries Route 159 (Palisado Avenue) over Mill Brook, on Tuesday, March 16, 2021, at 7:00 p.m. The meeting will be live streamed via Microsoft Teams Live Event and YouTube Live. A Question and Answer (Q&A) session will immediately follow the presentation. The presentation will be recorded. The project is identified as State Project No. 164-242.

The purpose of the project is to address the structural deficiencies of Bridge 06574, which carries Route 159 (Palisado Avenue) over Mill Brook in Windsor. The existing bridge consists of a 128-foot long 11-foot diameter pipe that lines the original 12.5-foot stone masonry arch constructed in the mid-19th century. Deteriorations consist of heavy laminate rust along the pipe, perforations in the steel pipe at and below the waterline, and the concrete collar/slope protection around the pipe at both ends has cracked and shifted.

The proposed rehabilitation consists of installing a corrugated metal pipe liner within the existing pipe and grouting the annular space between the pipes. A temporary construction access road and work platform will be constructed at the inlet of the structure with an entrance located on Pleasant Street to the northwest of the culvert. Stream flows may be maintained through the use of a temporary bypass pipe running through the existing structure. The upstream and downstream embankments will be re-graded, and additional slope protection will be installed as needed. The deteriorated concrete slope protection at the existing headwall will be restored and new riprap slope protection will be installed as part of the project.

It is anticipated that two-way traffic patterns will generally be maintained throughout construction. However, temporary Maintenance and Protection of Traffic (MPT) may include off-peak shoulder and/or lane closures if required for specific construction activities. Utility impacts are not anticipated for this project.

There are right-of-way impacts associated with the proposed improvements. It is anticipated that two property acquisitions and two construction easements on the northern side of the culvert will be required.

Construction is anticipated to begin in spring 2023 based on the availability of funding, acquisition of rights of way and approval of permits. The estimated construction cost for this project is approximately $1,200,000. This project is anticipated to be undertaken with 80-percent federal funds and 20-percent state funds.

The Virtual Public Information Meeting is being held to provide the public and local community the opportunity to offer comments or ask questions regarding the proposed project.
