The project consists of upgrades to traffic control signals at 14 locations in the towns/cities of Ashford, Columbia, Durham, East Hampton, East Lyme, Groton, Ledyard, Middletown, Montville, Old Lyme, Waterford and Windham. The project includes an organizational phase and a construction phase. The construction phase of the project is scheduled to comments on April 8, 2022. The following intersections are included:

- Middletown – Route 155 at Millbrook Road (Intersection No. 082-218)
- Middletown – Route 66 at Route 3 and Vine Street (Intersection No. 082-229)
- Montville – Route 32 at Fort Shantok Road (formerly SSR 433) (Intersection No. 085-226)
- Old Lyme-U.S. Route 1 at Huntley Rd and Old Lyme Stores (West Hwy) (Intersection No. 104-208 Waterford-Route 1 at Clark Lane (Intersection 152-203)

DOT Project No. 172-476 was awarded to Ducci Electrical Contractors, Inc of Farmington, Connecticut at a cost of $4,248,000.00 on September 7, 2021 and is scheduled to be completed July 16, 2023. This project is administered by the Office of Construction, District 2 in Norwich.
