Answer: Each city/town should have a Federal Employer Identification Number (FEIN) and that number should be used for the OR-295 certificate. To receive the tax exempt certificate, contact DRS - taxpayer services at
860-297-5962. They have been made aware of the municipalities that are participating in the P-Card Program and that these municipalities will need the certificates. This policy does not specifically address not for profit organizations.
DAS and OSC worked with Department of Revenue Services on getting tax exemption numbers (certificates) for CT government agencies and municipalities that qualify for tax exemption. DRS issued a
policy statement in December 2010 that addresses this issue, and this should help to make tax exempt purchasing with your P-Cards much easier.
