What Are Department of Administrative Services (DAS) Construction Services “On-Call Consultant Services Task Assignments”?
Answer:
On-Call Consultant Services Task Assignments are tasks that:
- are negotiated and assigned by DAS Construction Services for State Building Construction Projects that have a total construction budget of less than $5,000,000;
- are performed under a specific On-Call Contract that has a duration of approximately two years; and
- have a maximum fee of $300,000 to $1,000,000 for all Task Assignments under a specific On-Call Contract.

What Type of DAS Construction Services “On-Call Consultant Services Contracts” are available?
Answer:
DAS Construction Services provides the following On-Call Consultant Services Contracts:
- Claims Analyst / Auditing Services (ANLY-AUD),
- Architect (including Interior Design) (ARC),
- Construction Administrator (CA),
- Construction Administrator - Minor Projects (CAm),
- Civil Engineer, Survey, and Landscape Architect (CIV-SUR-LA),
- Building Commissioning & Building Envelope Commissioning (Cx),
- Energy Consultant (ENGY),
- Environmental Assessment and Master Planning (EPA-PLN),
- Construction Cost Estimator (EST),
- Minority Business Enterprise (MBE) Architect (MBE-ARC),
- Minority Business Enterprise Civil Engineer (MBE-CIV),
- Multi-Disciplined Engineer (MDE),
- Mechanical, Electrical, and Plumbing Engineer (MEP),
- Roofing Consultant (ROOF),
- Scheduling (and Cost) Consultant (SCH),
- Structural and Threshold Engineer (STR),
- Vehicular Parking Consultant (VEH).

What is the “Qualifications Based Selection (QBS) Procedure”?
Answer:
The QBS Procedure evaluates the qualifications and experience of your firm, beginning with the public advertising of a Request for Qualifications (RFQ) on the DAS State Contracting Portal.
- The RFQ requires prospective Consultants to submit specific information about their qualifications and experience for one of the categories of On-Call Consultant Services.
- There are separate RFQs for each category of On-Call Consultant Services.
- If qualified, your firm becomes an “On-Call Consultant” for a specific On-Call Contract and is placed on a list to be assigned future tasks on State Building Construction Projects.

Are there any On-Call opportunities for Minority Business Enterprise (MBE) Firms?
Answer:
- Yes: at least one MBE firm will be selected for each specific On-Call Contract as long as the firm(s) is qualified and can meet all required contract terms and conditions.
- Your firm will need to be certified as an MBE firm under the DAS Supplier Diversity (Set-Aside) Program.

Are there any On-Call Contracts set aside for only MBE Firms?
Answer:
- Yes: the MBE Architect (MBE-ARC) and MBE Civil Engineer (MBE-CIV) On-Call Contracts are completely set aside for participation by MBE firms only that have been certified by DAS.
- These two On-Call Contracts are for projects having a total budget of $2,000,000 or less and encompass a wide array of projects from commercial-type space modifications in existing state buildings to the design of new structures to be located on state property.
