Overview

The Department of Administrative Services (DAS) Construction Services (CS) is the state’s primary department for State Building Construction Projects requested by Connecticut Executive and Judicial Branch State Agencies (Form 9100). 

 

DAS/CS provides resources for agencies to initiate State Building Construction Projects, otherwise known as “Capital Building Construction Projects”.  Examples include the construction, remodeling, or renovation of buildings and improvements to property and grounds at:

  • courthouses,
  • correctional facilities,
  • Connecticut State College and University campuses and facilities,
  • hospitals and health care facilities,
  • state parks,
  • research laboratories,
  • state office buildings, and
  • police and fire training facilities.

 

"Agency Administered" Projects: 

  • In general, agencies have the authority to self-administer repairs, alterations, or additions to any state building or premises under their control and management in accordance with C.G.S. 4b-52, as amended by Public Act 23-205 ("Agency Administered" Projects).
  • Depending upon an agency’s threshold amount for the repairs, alterations, or additions, the agency may be required to obtain DAS/CS approval and follow DAS/CS guidance.

 

"DAS Administered" Projects:

  • If an agency is unable to self-administer the Capital Building Construction Project, then the project is administered by DAS/CS ("DAS Administered") on behalf of the agency (the "Client Agency").
  • DAS/CS works with Client Agencies during Capital Building Construction Projects to:
  • create building concepts that are innovative, responsive and safe physical environments which support and enhance accomplishment of their workplace missions;
  • ensure that each agency’s concept is fully developed and compliant with all State and Federal laws and regulations from inception through project delivery;
  • provide assistance with scope development;
  • create a project budget;
  • select a design professional, construction administrator, construction manager at risk (if necessary), and/or design-build team (if necessary);
  • oversee the design process;
  • manage the bidding process;
  • recommend and award the construction contract;
  • oversee the construction process and enforce the contract documents;
  • manage project completion and turnover of the final product to the Client State Agency;
  • inspect and abate hazardous building materials;
  • provide technical expertise in the realm of environmental and energy requirements, recommendations, and remediation (if necessary), and
  • troubleshoot facility problems (when requested).
