Stamford Transportation Center Transit-Oriented Development (TOD)

The Connecticut Department of Transportation (CTDOT) is pleased to announce the issuance of a Request for Expressions of Interest (RFEI) for the joint development of improvements to the Stamford Transportation Center (STC) and transit-oriented development (TOD) opportunity at the STC. The STC Joint Development RFEI is active on the CTsource bid board until 10/4/24. About the STC

The STC is a highly active intermodal hub and the busiest rail station in Connecticut, serving 5 million riders in 2023. The STC is a true nexus of local and regional transit, providing a direct connection between Metro-North Railroad and Amtrak trains, with service to New York City via Grand Central Terminal (73 minutes) and Penn Station (48 minutes). CTtransit buses, intercity bus services, private shuttles for regional employers, personal vehicles, and ridesharing services, increase mobility for both pedestrians and cyclists. The STC brings these resources together at the crossing between Downtown Stamford and the South End, creating a strong potential benefit for a variety of transit-oriented uses.

 

About the RFEI

CTDOT invites expressions of interest from development partners who present a vision and approach for delivering the redevelopment of the STC, mixed-use, TOD on State-owned land. This joint development opportunity will present an unparalleled chance for visionary developers to transform a key transportation hub and foster a compelling and integrated development that supports the continued revitalization of Stamford’s South End.

The RFEI will directly inform the development of a subsequent solicitation process, offering respondents the opportunity to have their ideas and interests reflected in the final solicitation. Depending on the outcome of the RFEI, the solicitation may follow a two-step process, beginning with a Request for Qualifications (RFQ) to evaluate interested firms based on their qualifications, followed by a Request for Proposals (RFP) from a shortlist of qualified firms selected from the RFQ stage.

STC Master Plan

CTDOT led a master planning process to guide the redevelopment of the STC that aims to create a more engaging, convenient, safe, intuitive, and aesthetically appealing user experience, alongside a host of other wayfinding and intermodal connection improvements. As part of the STC Master Plan, CTDOT developed a vision including recommendations for conceptual improvements to the STC and surrounding environs earlier this year.

This Master Plan does not bind the program but is available for review and consideration at www.stcmasterplan.com. Respondents are not limited in their development approach to achieving the project goals by what is presented in the document.
