    Answer: No. CTDOT Project # 82-316 is a standalone project and is not connected to CTDOT Project #82-318.

    Answers: The project construction cost is $54,000,000. Project #82-316 is 100% funded as follows:
              Engineering: 100% State FIF
                      Construction: 80% Federal / 20% State NHPP

  3. Who is the contractor?
    Answer: Middlesex Corporation has been awarded this project. They are headquartered in Littleton, Mass and have a regional office in West Haven, CT.

  4. What is the purpose of this project?
    Answer: The purpose of the project is to reduce rear-end crashes at the Route 9 northbound and Route 17 northbound interchange. This project will remove the existing stop sign control from the Route 17 on-ramp onto Route 9 northbound which is a contributing factor to a high number of recorded crashes.

  5. Why is a noise wall being installed adjacent to Flower Street?
    Answer: The interchange modification required a noise abatement analysis according to Federal Highway Administration (FHWA) regulation 23 CFR 772 and the Connecticut Department of Transportation (CTDOT) Highway Traffic Noise Abatement Policy for Projects Funded by the Federal Highway Administration. The analysis recommended the installation of a noise wall would reasonably benefit 16 adjacent receptors. The wall would provide an average of 8.9 dBA of insertion loss (10.9 dBA maximum) at benefited receptors and achieve the Noise Reduction Design Goal (NRDG) of 7 dBA or more at 88% (14 of 16) benefited receptors.

  6. How many crashes have occurred at the on-ramp to Route 9 northbound?
    Answer: The latest available three-year crash data throughout the project limits (January 1, 2018 to December 31, 2020) reported 340 crashes with 60 injuries. A total of 249 crashes occurred in the vicinity of the stop-controlled interchange during this time with 244 (98%) of them being rear-end crashes.
