Public Invited to Informational Workshops Regarding the Removal of Traffic Signals on Route 9 in Middletown

The Connecticut Department of Transportation (CTDOT) will conduct two public workshops concerning the proposed removal of the traffic signals on Route 9 on February 21, 2024, from 10 a.m. to 4 p.m. and on February 22, 2024, from 6 p.m. to 10 p.m. at the Middletown Council Chambers at 245 deKoven Drive in Middletown.

 

The workshops are being held to provide the public and local community the opportunity to offer comments or ask questions regarding the proposed project. For more information about the project and how to provide feedback, please visit https://portal.ct.gov/DOT/Projects/0082-0318.

 

The purpose of the project is to improve safety and reduce congestion. The presence of two traffic signals on Route 9 lead to crash rates significantly higher than adjacent segments of freeway. 

 

“On average, this short stretch of Route 9 experiences a crash every other day and an injury once a week. The two traffic signals directly contribute to these significant number of crashes and injuries,” said Connecticut Department of Transportation Project Manager Stephen Hall. “We encourage the public to attend these workshops to learn about the project, see the traffic models, and discuss alternatives. Feedback from the public is critical in guiding the project design moving forward.”

 

Right-of-way impacts associated with the proposed project are minor. A City parcel on River Road that is currently classified as a superfund site is proposed for the new off-ramp. Additional minor sliver acquisitions may be required.

 

Construction is anticipated to begin in spring 2027 based on the availability of funding, acquisition of rights of way, and approval of permit(s). The estimated construction cost for this project is approximately $115 million. This project is anticipated to be undertaken with 80% federal funds and 20% state funds.
