The Connecticut Department of Transportation’s (CTDOT) is developing conceptual plans for improvements to Pulaski Circle, as a part of an early action project originating from the Greater Hartford Mobility Study (GHMS). CTDOT initiated the GHMS in 2020, to address transportation safety and mobility improvements in the Greater Hartford area in a holistic manner, in consideration of regional initiatives such as the I-84 Hartford Project, CTfastrak expansion, Amtrak/Hartford Line Rail Corridor enhancements, I-84 / I-91 interchange improvements, East Coast Greenway planning, the Bushnell South Master Plan and Implementation Strategy, and expanded bicycle and pedestrian networks. This project will provide for improved safety for all users of the intersection with reduced vehicle speeds, simplified traffic control, and the safe accommodation of pedestrians and bicyclists. The project also will provide a multimodal gateway to the Bushnell South neighborhood and Bushnell Park. A location plan of the project is enclosed for your information.
The present schedule indicates that the conceptual plans will be completed by the Summer of 2025, with construction anticipated to start in 2029, assuming acceptance of the conceptual plans, completion of the design contract documents, availability of funding, and receipt of any required right-of-way and environmental permits. This conceptual planning for this project will be undertaken with one hundred percent (100%) State funds.
It is the CTDOT’s policy to keep the public informed and involved when such projects are undertaken. It is important that the community share its concerns with the CTDOT, to assist in the project’s development. The public outreach undertaken during the GHMS will continue with this project, including coordination with municipal officials, community organizations, and other key stakeholders. A public information meeting will be conducted upon the completion of the conceptual plans.
