- Prepares contract documents suitable for advertising through the review of plans and specifications
- Ensures consistency, completeness, and compliance with State and Federal policies
- Prepares the AASHTOWARE Proposal Estimate (AWP), PS&E Memorandum and Cost Data
- Prepares contract addenda to previously advertised project(s) by incorporating revisions to the plans, specifications, proposal estimates and other miscellaneous documents
- Maintains the Owned Special Provisions and Bid Item Master Files
Below you will find links to CTDOT's latest Standard Specifications, Owned Special Provisions (which are not to be altered without the owner's approval), instructions for creating Electronic Specifications, an English Bid Item List which can be used to find the item numbers, descriptions and costs used in the development of Proposal Estimates and Estimating Tools to help engineers develop item and project costs.

This is a library of recurring special provisions for use on CTDOT Projects. These special provisions are not to be altered without the consent of the owner (author).

Instructions and Templates for Special Provisions
Rules:
- SpecHead1 should be used for the Title of Owned Provision
- SpecHead2 should be used for the Sub-Title or Article of Owned Provision
- Use the built in Word document styles only
- Use Times New Roman Size 10, 12 or 14 only
Instructions for Converting an Owned Provision Document to the "Owned" Template:
- Download the Special Provision Template
- Open the file Special Provision Template
- Open the Existing Special Provision File
- Select all the text in the Existing Special Provision File and copy, paste it into the Special Provision Template
- Change Header and Footer data (Date and Item Number/General)
- Double click the footer
- Type in the appropriate information for NOTICE TO CONTRACTOR, SECTION or ITEM where there is red (ex. NOTICE TO CONTRACTOR, SECTION 1.20, OR ITEM #0999999A) - USE ALL CAPS. If none apply, delete everything except the word GENERAL in the footer.
- Type the appropriate information for the header by replacing the red areas with the month, date and year or delete this data
- Close the header and footer
- Find each Owned Provision Heading and Change it to the Appropriate Format
- Select desired heading by highlighting it
- On the "Home" tab in word, use the "Styles" box located in the top center, and select the appropriate style (SpecHead1 or SpecHead2 as outlined above
- Add Owner and Document Information
- In the top navigation inside the Word document, select "File"
- Select "Info" in the left navigation bar
- Click the "Properties" carrot from the drop down and then select "Advanced Properties"
- In the "Manager" box type: Owner Name, Telephone number, Unit Number (ex. Robert Raiola, 860-594-3244, Unit 1307)
- Select "OK"
- Select "Save" in the left navigation

- Download the Special Provision Template
- Open the file
- Change Header and Footer data (Date and Item Number/General)
- Double click the footer
- Type in the appropriate information for NOTICE TO CONTRACTOR, SECTION or ITEM where there is red (ex. NOTICE TO CONTRACTOR, SECTION 1.20, OR ITEM #0999999A) - USE ALL CAPS. If none apply, delete everything except the word GENERAL in the footer.
- Change or delete the Revision Date at the top of the page if needed
- Close the header and footer
- Add the information
- Using the built in styles, format the document using normal text for regular body copy and the SpecHead1 and SpecHead2 appropriately
- Add Owner and Document Information
- In the top navigation inside the Word document, select "File"
- Select "Info" in the left navigation bar
- Click the "Properties" carrot from the drop down and then select "Advanced Properties"
- In the "Manager" box type: Owner Name, Telephone number, Unit Number (ex. Robert Raiola, 860-594-3244, Unit 1307)
- Select "OK"
- Select "Save" in the left navigation
- Once the word file for the special provisions are finalized, follow the instructions in the Digital Project Development Manual (DPDM) for the location in SharePoint where these files are to be uploaded
