Communicating with our office
Please use our claim form on our Documents/Forms page to file your new claim. There is NO FEE to file a new claim.
- If you have an email, please file your new claim via email. Please see the instructions at the end of the claim form. If you do have email, then please DO NOT mail us a copy of your new claim form.
- Only one copy of the new claim form needs to be sent to our office, whether you are submitting the claim via email or U.S. Mail.
- Again, if you have an email, please use email for all communications with our office at claims.commissioner@ct.gov.
- If you don’t have an email, we will, of course, continue to use the US Postal Service for all communications with you.
About the Office of the Claims Commissioner
The legal concept of sovereign immunity provides that the state cannot be sued for monetary damages. Unless the legislature consents, the state cannot be held liable for any damage or injury it causes, or for the cost of any goods, services or benefits received by the state. The Connecticut Constitution states, “Claims against the state shall be resolved in such manner as may be provided by law.”
Pursuant to that constitutional provision, the legislature established a procedure for resolution of claims against the state in General Statutes sections 4-141 through 4-165c and in section 54-102uu.
The Office of the Claims Commissioner operates within the Department of Administrative Services for administrative purposes only, with independent decision-making authority.
