What makes a Contractor “Responsible” and “Qualified”?
Answer:
Every Department of Administrative Services (DAS) Construction Services contract for the construction, reconstruction, alteration, remodeling, repair or demolition of any public building or any other public work by the state is awarded only to the lowest “responsible and qualified” Bidder. Objective criteria that are used to evaluate “responsible and qualified” Bidders are included in the project-specific Plans and Specifications.
