Pursuant to June Special Session, Public Act No. 21-2, Section 312 (Conn. Gen. Stat. § 38a-23), the Insurance Commissioner of the Connecticut Insurance Department has provided the Climate Progress Report. The report is addressing the climate crisis through a combination of actions taken within our own initiatives, collaboration and leadership within the National Association of Insurance Commissioners (NAIC), and coordination with local, state, and federal agencies.

This report, highlights the urgent need for climate-smart technology in affordable housing. With increasing climate change-related extreme weather events leading to grid outages, many residents relying on Home Medical Devices (HMDs) face significant risks. The report emphasizes investing in backup power and stable indoor temperature solutions to protect vulnerable communities. It includes recommendations such as expanding the definition of HMDs, improving emergency planning and communication, and leveraging public-private partnerships to fund and implement these technologies. This initiative is backed by the Connecticut Green Bank, Clean Energy Group, and other partners, with funding from various foundations and government programs.
