The Division of Criminal Justice’s Regionalized Human Trafficking Recovery Taskforce of the Greater Hartford Region

The Regionalized Human Trafficking Recovery Taskforce of the Greater Hartford Region is a collaboration between the Hartford State’s Attorney’s Office, led by Hartford State’s Attorney Sharmese L. Walcott, and the Connecticut Children’s Alliance (CCA), which is led by Krystal Rich, Executive Director of CCA. The mission of the taskforce is to end human trafficking in the region through a multidisciplinary response to both sex and labor trafficking of victims.
The Hartford State’s Attorney’s Office and CCA worked together to secure federal funding through the United States Department of Justice Office for Victims of Crime in recognition of the unmet need for a victim-centered and trauma-informed multi-disciplinary approach to ending human trafficking. Through the OVC award, the Division of Criminal Justice has hired a Coordinator and data analyst for the Taskforce and the CCA has hired two victim advocates who will partner with law enforcement and assist victims in obtaining needed support services. The Taskforce has developed collaborative relationships with local, state and federal agencies, service providers and law enforcement to work to end human trafficking.
The Chiefs of Police in Hartford, East Hartford, West Hartford, Bloomfield, Manchester, South Windsor, Glastonbury, Avon, Farmington, Windsor and Canton have committed to supporting the work of investigating human trafficking cases. The taskforce accepts referrals from law enforcement, service providers or from community members who have concerns that someone may be a victim of human trafficking. Q: What is Our Catchment Area?
A: RHTRT serves Avon, Bloomfield, Canton, East Hartford, Farmington, Glastonbury, Hartford, Manchester, South Windsor, West Hartford, and Windsor.
Q: What Criteria is Needed for a Referral?
A: RHTRT accepts referrals for suspected or confirmed instances of human trafficking for minor or adult victims of sex and/or labor trafficking. The suspected trafficking must have occurred in the RHTRT catchment area, or the victim lives in the RHTRT catchment area at the time they are seeking services.
Q: Who Can Make a Referral?
A: Anyone! Referrals can be made by law enforcement, child welfare professionals, victim service providers, medical and mental health providers, teachers, counselors, community members, etc.
Q: When Should a Referral Be Made?
A: When in doubt, make a referral. You do not need to wait for an investigation or police involvement and should make a referral as soon as possible. RHTRT serves as a multidisciplinary team (MDT) and the appropriate law enforcement and service provider partners will be included as needed upon receipt of a referral.

Q: What Happens After a Referral is Submitted?
A: You will receive a response confirming receipt of the referral. The case will be reviewed and either discussed at the next response team meeting, or if the situation is urgent, an ad hoc meeting may be scheduled with relevant providers and law enforcement.
