Understanding Connecticut's Racial Profiling Law
The Alvin W. Penn Racial Profiling Prohibition Act (Public Act 99-198) prohibits the stopping, detention, interdiction, or search of an individual by a police officer on the basis, in whole or in part, of considerations of race, color, ethnicity, age, gender, or sexual orientation, except when such consideration of race, color, ethnicity, age, gender, or sexual orientation is used in combination with other information seeking to apprehend a specific suspect whose race, color, ethnicity, age, or gender is part of the description of the suspect (Connecticut General Statutes Section 54-1l).
The law also established the Connecticut Racial Profiling Prohibition Project (CTRP3), which oversees implementation of the law through traffic stop data collection, analysis, reporting, and ongoing review.

What to Know Before Submitting a Complaint
- This complaint should be submitted to the police agency (local Police Department or the Connecticut State Police) that made the stop.
- Submitting this complaint will have no effect on a summons, infraction (traffic ticket), or written warning that may have been issued to the operator.
- The complaint should be completed by the operator of the vehicle (the person driving at the time of the stop).
- Complaints of a different nature may require separate forms or procedures depending on the police department.
