Criminal Housing Matters

The Division of Criminal Justice is responsible for the prosecution of all criminal housing matters in the state through the Supervisory Assistant State's Attorney for Housing Matters in the Office of the Chief State's Attorney and housing prosecutors assigned to the Housing Unit.

The Housing Unit’s primary responsibility is to promote full and prompt compliance with housing-related health and safety codes and laws, which include state or local building, fire, health, and housing codes applicable to both residential and commercial properties. The Housing Unit also prosecutes cases arising under criminal landlord-tenant laws, such as criminal lockout, illegal termination of essential services, and criminal damage to landlord’s property by a tenant. Housing prosecutors are committed to the maintenance of decent, safe, and sanitary housing, handling only criminal housing cases from the investigative stage through criminal trial (Connecticut General Statutes section 51-278(b)(1)(B)).

Housing prosecutors are certified in Connecticut to instruct police on the criminal aspects of landlord/tenant law. They also provide routine training on procedures and code enforcement to fire marshals, building inspectors, health officials and other public safety officials.
