The Office of Policy and Management (OPM) partnered with the Commission of Human Rights and Opportunities (CHRO) and Department of Administrative Services (DAS) to understand the challenges Equal Employment Opportunity (EEO) Officers and Affirmative Action (AA) Plan (Plan) reviewers experience and provide a set of recommendations to streamline the process used to prepare and submit Plans while maintaining the integrity of the program so that EEO Officers and CHRO reviewers can spend additional time across all functions of their roles.
To understand the process and challenges, the OPM team identified various stakeholders involved in the process of creating Plans and throughout calendar year 2023 conducted informal interviews. The stakeholders included: CHRO Plan Reviewers and Leadership, EEO Officers, DAS Leadership, and Human Resources professionals. To obtain a broad sample of EEO Officers’ experiences, OPM developed a survey to gather additional feedback and investigated surrounding states’ AA/EEO programs.
The report prioritizes recommendations that address challenges, are actionable and provide momentum for the change process for Plan administration.
