CONNECTICUT INSURANCE DEPARTMENT TO HOLD INFORMATIONAL MEETING
ON 2025 HEALTH INSURANCE RATE REQUEST FILINGS

Public Informational Meeting on Health Insurance Rate Request Filings on Tuesday, August 20, 2024

 

The Connecticut Insurance Department (the “Department”) invites the public to participate in the August 20 informational meeting on the health insurance rate request filings for the 2025 individual and small group on exchange and off exchange plans. Access Health CT is the state's health insurance exchange.

There are 8 filings made by 7 health insurers for plans that currently cover approximately 200,000 people (142,000 individual and 58,000 small group).

The Connecticut Insurance Department regulates fully insured health insurance plans, including those with high-deductible health plans issued in the State of Connecticut only, or about 26% of the health insurance coverage.

Some employers, especially large ones, sponsor self-funded health plans that make up the bulk of health policies issued in Connecticut are regulated by the U.S. Department of Labor under ERISA, and are not part of this Department’s rate review process.

This public meeting will be conducted in a hybrid format, allowing for both in-person attendance and virtual participation. During this meeting, the public will have an opportunity to testify and comment on the rate filings.

Participation Options:  
  • In-Person:  Attendees are welcome to participate in person at the LOB, sign-ups for public comment will begin the morning of August 20 in hearing room 1D beginning at 8:30 AM. The public comment portion of the session will be held beginning in the afternoon.
  • Online Participation: To join virtually via Zoom, email your full name to cid.Ratefilings@ct.gov. The sign-up deadline is noon on August 20.
  • Public Comment: Submit written testimony to cid.Ratefilings@ct.gov by 5:00 PM on August 20, 2024.

Viewing Options:  The meeting proceedings will also be available via live stream on the Insurance and Real Estate Committee YouTube channel and on the  CT-N Public Affairs Network website

Each speaker's allotted time will be limited to 3 minutes to accommodate all participants. The online public comment period commenced on June 7 when the rate filings were posted for public review and will remain open until 5:00 pm on August 20.
