About the Office of the Chairperson

Welcome to the Connecticut WCC. We help injured or sick workers get paid for medical bills, lost wages, and other costs. Our main goal is to resolve workers’ compensation disputes. Please note: we can’t give legal advice or help with fraud. Below, you can get in touch with other agencies that can help.

How WCC and other agencies help you

CT WCC’s primary job is to resolve disputes in workers’ compensation cases. We also hear appeals when parties disagree with the dispute’s legal outcome. Please note, we can’t give legal advice. Welcome from Chairperson Stephen M. Morelli

Welcome to the WCC. Since 2018, I’ve led the agency. Here, we make sure the workers’ compensation system pays injured or sick workers. As Chairperson, my team and I resolve claim disputes as well.

My job is to do the following:

  • Oversee the entire WCC
  • Act as Chief Administrative Law Judge at CRB hearings
  • Hold CRB hearings when an appeal or dispute resolution happens
  • Help with district-level hearings

District offices

WCC has eight district offices throughout the state. They give information and help with WCC matters. The offices also hold Informal, Pre-Formal, and Formal Hearings. These hearings help resolve disputes between parties to a claim. Each office has at least one administrative law judge.

Education Safety and Health

Education, Safety, and Health Services answers general questions about your workers’ compensation case or other parts of the workers’ compensation system. It also helps employers meet safety requirements.

Administration Division

The Administration Division is one of CT WCC’s internal units. It handles financial and office work. It’s also the home of our Human Resources (HR) and Information Technology (IT) departments. You can search for jobs and find our updated policies for current workers.

Self-Insurance & Managed Care

WCC’s Self-Insurance and Managed Care Plans reviews employers’ applications. If approved, employers can self-insure their workers’ compensation liabilities. They can also apply to give workers medical care with a plan under the Workers’ Compensation Act.

Compensation Review Board

The CRB is the WCC board of appeals. It hears lower-level Formal Hearing appeals to workers' compensation decisions. It’s a three-person panel made up of administrative law judges and the WCC Chairperson.

Research Planning and Statistics

Research, Planning, and Statistics works internally and externally of WCC. It publishes benefit rates and cost of living adjustments (COLA), and several more documents. It’s also a go-between for WCC and many other agencies and organizations.
