Many older Connecticut agency websites used left-hand menus, long lists of links, and unclear labels. These patterns made it hard for people to find services, especially on phones or with assistive technology.
The CT.gov design system now uses top line navigation. This menu appears at the top of every page. It helps people find services, forms, and resources quickly. For details on the menu structure, see the Header component guidance.
Agencies use the same top line navigation across CT.gov. It is simple and predictable.

- Link third-level pages clearly and in the same way
- Test your menu on different devices
- Use your data dashboard (Google Analytics) to see which pages people visit most
Data helps you build a menu based on what residents actually use, not what seems important inside your agency.
Transitioning from older pages
