Program Overview

HUSKY C is a Medicaid program that provides health coverage for eligible adults 65 and older, adults with disabilities, and working adults with disabilities. HUSKY C includes long-term services and supports that provide long-term care coverage for adults who are over 65 or disabled.

 You may qualify for coverage under HUSKY C if you are:
 
Over the age of 65
Between the ages of 18 and 65 and are blind or have another disability
 
HUSKY C also includes long-term services and supports, and Medicaid for employees with disabilities. Medicaid covers a variety of health care services. Visit our benefit overview to understand the many types of benefits offered.
 
You need to meet certain income and asset levels, which can change depending on which part of HUSKY C you may qualify for. If your income is over Medicaid income limits, you may still qualify under the spend-down program.
 
The spend-down program allows some applicants to get Medicaid even though their income or assets are over the limit. You may qualify if you spend your excess income or assets on qualifying medical expenses.
 
Who is eligible?

Connecticut residents who are 65 years of age or older, and/or adults that are blind or disabled
Income and asset eligibility varies, depending on which part of HUSKY C you may qualify for:

Asset and income limits: 
 
Income limits:
Single Person - $835

Married Couple - $1128

Asset Limits:
Single person - $1,600
Married couple - $2400

Long-Term Services & Supports (LTSS)

LTSS includes:
• Skilled nursing home care
• Home and community-based services (Medicaid waivers).

HUSKY C LTSS requires a five-year income and asset review for individuals that have not received DSS Medicaid program benefits.
o For single people, the income limit is $2,829.
o For single people, the asset limit is $1,600.
o For a married couple, asset and income limits are based on the CSPA (community spouse protected amount).

Medicaid for Employees with Disabilities


Some Connecticut individuals may be eligible for Medicaid for employees with disabilities, also known as MED-Connect.
o MED-Connect provides medical assistance if you’re employed with a disability. You may qualify for full Medicaid/HUSKY coverage while you continue to work.
o You may be required to pay a monthly premium based on your income. The income limit for MED-Connect is $85,000 annually.
o Asset limits for MED-Connect are:
For a single adult, $20,000
For a married couple, $30,000
