What is H.R.1?

A federal law known officially as H.R. 1. in Congress, is also known as The One Big Beautiful Bill Act.
  • H.R. means the bill started in the U.S. House of Representatives.
  • 1 means it was the first bill introduced during that session.
How the Law Was Passed
Congress used a process called budget reconciliation to pass this law. Budget reconciliation is used to:
  • Make changes to federal programs
  • Adjust how much money those programs receive
  • Move budget related laws through Congress more quickly
