How do H.R.1 changes affect non-citizens in Connecticut?

H.R.1 introduced several updates that may affect certain non-citizens’ eligibility for SNAP and HUSKY Health in Connecticut. On this page you will find a breakdown of what groups of non-citizens may be eligible for SNAP or Husky Health programs.

Who is no longer eligible for SNAP?

As of November 2025, if you are classified as one of the below non-citizen groups, you are no longer eligible to receive SNAP. 

  • Refugees
  • Asylees
  • Trafficking victims
  • Humanitarian parolees

However, if you have updated your status to Lawful Permanent Resident (LPR), you may still be eligible for SNAP.

What non-citizen groups may still be able to receive SNAP?

The below non-citizen groups may still be eligible to receive SNAP.

  • Individuals who have been Lawful Permanent Residents (LPR)s for at least 5 years
  • Cuban/Haitian entrants (CHE)
  • Compacts of Free Association (COFA) Citizens

Effective October 1, 2026, the following groups will no longer be eligible for Husky Health coverage.

  • Refugees
  • Asylees
  • Trafficking victims
  • Humanitarian parolees

What non-citizen groups may still receive HUSKY Health coverage?

The below non-citizen groups may still be eligible for HUSKY Health coverage.

  • Lawful Permanent Residents (LPRs) with LPR status for 5 or more years
  • Cuban/Haitian entrants (CHE)
  • Compacts of Free Association (COFA) Citizens.
