Welcome to the Office of the State's Attorney for the Judicial District of Litchfield.

The Litchfield Judicial District serves 24 towns with about 140,000 residents in the northeastern part of Connecticut. The State's Attorney's office is responsible for the prosecution of all criminal offenses which occur in the Judicial District, which includes the communities of Barkhamsted, Bethlehem, Bridgewater, Canaan, Colebrook, Cornwall, Goshen, Hartland, Kent, Litchfield, Morris, New Hartford, New Milford, Harwinton, Norfolk, North Canaan, Roxbury, Salisbury, Sharon, Thomaston, Torrington, Warren, Washington and Winchester.

The Office of the State's Attorney for the Judicial District of Litchfield office located at Litchfield Superior Court prosecutes the more serious cases, mostly those crimes classified under state law as class A or class B felony offenses, from all communities in the Judicial District.

The Geographical Area offices, located at the "Part B" Superior Court in Torrington, primarily prosecute cases involving crimes classified under state law as class C, class D or class E felony offenses as well as all misdemeanor offenses and infractions, including motor vehicle offenses.

State’s Attorney David R. Shannon

State’s Attorney David R. Shannon was appointed by the Criminal Justice Commission as the Litchfield State’s Attorney on March 21, 2022. State’s Attorney Shannon currently serves as the chief law enforcement officer in the Judicial District of Litchfield, which includes the town of Litchfield and 23 surrounding communities. The State’s Attorney oversees employees at the Judicial District courthouse in Torrington and the Geographical Area court in Torrington.

State's Attorney Shannon started his career in law enforcement as a police officer in Woodbridge, Connecticut where he worked from 1981 to 1999. He joined the Division of Criminal Justice in 1998 as a legal intern in the New Haven State’s Attorney Office. From May 1999 to January 2010, he worked as an Assistant State’s Attorney in the Danbury Judicial District before serving in the Judicial District of Litchfield where he was promoted to Supervisory Assistant State’s Attorney in December 2019.

State’s Attorney Shannon serves on the Operations and Legislative Committees for the Division. 

State’s Attorney Shannon is a lifelong resident of Connecticut. He attended high school at Fairfield College Preparatory School and earned a bachelor’s degree from Fordham University. He was a member of the varsity football team and the Rugby Football Club at Fordham.

He went on to earn his Juris Doctor degree from the University of Connecticut School of Law while working full time as a police officer. 

State's Attorney Shannon has been actively involved in the Litchfield County community for the last 11 years as a youth soccer coach. When he is not working or coaching, State’s Attorney Shannon spends his time fishing the rivers and streams of Connecticut or hiking with his three dogs.
