Prior to constructing the transmission line approved by the Connecticut Siting Council (Council)in Docket 272, United Illuminating (UI) and Connecticut Light & Power (CL&P) must submit for Council approval plans showing construction details. These plans are called Development and Management Plans. Each of the two applicants in this proceeding will be responsible for constructing that portion of the project for which it is responsible, and each applicant will therefore submit D&M plans for its respective part of the project. Due to its scope, this project will be broken down into segments, and each segment will require its own, separate D&M plan. The schedule in which these separate plans will be submitted to the Council is explained in this letter. 

The towns that will be affected by the different segments are:

Segment 1
   Middletown, Haddam, Durham, Middlefield, Meriden, 
   Wallingford

Segment 2
   Wallingford, Cheshire, Hamden, Bethany, Woodbridge,
   Orange, West Haven, Milford

Segment 3
   Milford, Stratford, Bridgeport

Segment 4
   Bridgeport, Fairfield, Westport, Norwalk
