Become a community partner!

As a community partner, your organization can help our shared clients to complete applications for Medicaid, SNAP and cash benefits online.

Through the Community Partner Program, your organization can help Connecticut residents apply for benefits at access points in their community. Current community partners include residential care homes, nursing homes, select social service agencies, and advocacy groups.

When organizations request to become a community partner, DSS will consider the following elements during the review process:
- Location: organization is based and operates in Connecticut
- Mission: have a client-oriented mission consistent with that of DSS
- Reputation: demonstrate a presence and good standing the community
- Purpose: for-profit organizations are considered on a case-by-case basis

How will H.R.1 (The Big Beautiful Bill Act) affect your clients?

As of July 3, 2025, at 3:30 p.m. the below information reflects the changes CT residents will see with the passing of the bill by Congress, which the President signed into federal law on July 4, 2025. DSS is analyzing the impacts very closely and will continue to communicate with CT residents and Community Partners about changes to DSS benefits.

State plans and amendments 

Access official state plans and amendments for Medicaid, TANF, and Community Services. These documents outline program requirements and updates submitted to federal agencies.

Request for proposals (RFP)

Direct Cash Transfer Pilot Initiative 

DSS is pleased to announce the launch of the Direct Cash Transfer (DCT) Pilot Initiative to support and evaluate innovative programs that provide direct cash assistance to individuals and families.

Energy assistance - winter heating vendor information 

Review the current and past oil prices used to pay oil vendors making deliveries to CEAP household. Prices are determined using the Oil Price Information Service (OPIS).

Medicaid hospital reimbursement 

The Office of Reimbursement and Certificate of Need (CON) is responsible for establishing Medicaid reimbursement rules. Learn more about the process, fees, and payments.

CT METS 

The Connecticut Medicaid Enterprise Technology System (CT METS) is a large-scale business process improvement and technology program to improve services and outcomes for residents served by Medicaid and other programs.
