The CT METS Program is a large-scale, statewide information technology (IT) and business process improvement program led by DSS. The CT METS Program will examine the business processes and systems that are currently in place to administer CT Medicaid including how we organize the large volumes of information necessary to support the Program. CT METS will bring technology and business process improvements to enhance the delivery of services and support new initiatives through state-of-the art technology solutions.
In 2017, DSS completed a Medicaid Information Technology Architecture (MITA) assessment which illustrated various areas of the Connecticut Medicaid Enterprise that could benefit from improvement to align with the future direction of both the Centers for Medicare & Medicaid Services (CMS) and the Medicaid industry.
The CT METS Program was initiated to address these findings and to help DSS secure improvements in both the business processes and systems of the Connecticut Medicaid Enterprise. CT METS enables the Connecticut Medicaid Enterprise to benefit from technological advances and improve operations while conforming with CMS requirements.
The CT METS Program goals align with the key priorities of DSS, so that its mission to members, providers, business partners, and constituents may be realized. By improving the technology, tools, and processes that support how providers, partners, and members access and handle healthcare information, we can continue to advance our goals for a healthier Connecticut together.
The goals of the CT METS Program include:
- Goal 1: Whole person-centered service delivery.
- Goal 2: Streamlined provider support and data analytics to promote quality outcomes for Medicaid members.
- Goal 3: Strengthened program integrity, financial, and contract management functions.
- Goal 4: Transformed tools and technology to support efficient program capabilities.
- Goal 5: Modernized technical platform that improves operations and conforms to federal standards.
The CT METS Program approach employs technology and business process improvements to enhance the delivery of Medicaid services in Connecticut. Solutions are modular, focus on immediate and near-term needs, and are developed with input from business users/stakeholders.
A modular MES is an approach to Medicaid system management that organizes system components into smaller, connected, yet self-contained, modules grouped by business function. This approach will allow CT to build an enterprise with interoperable components that are easier to replace and update and are more readily adapted to the changing needs of CT Medicaid.
For example, a state might consider organizing its Medicaid system into any number of modules. These might include Data Warehouse and Analytics, Member Enrollment & Accounts, Program Integrity, Third Party Liability, Provider Management, Patient Care, Claims, Pharmacy Benefits, and Financials.

Program Management Office (PMO) / Organizational Change Management (OCM)
CSG Government Solutions partners with Connecticut’s Medicaid Enterprise Technology System (CT METS) to deliver expert project portfolio management and Organizational Change Management (OCM) services. The Program Management Office (PMO) oversees every aspect of project management, including status reporting, integrated schedule management, tracking risks, issues, and supporting Department of Social Services (DSS) mitigation plans, while ensuring adherence to industry best practices. Additionally, the PMO provides Medicaid functional and technical Subject Matter Experts (SMEs) to review contractor documents and support the Centers for Medicare and Medicaid Services (CMS) certification process.
CSG’s OCM services cover program-wide stakeholder communications to foster stakeholder engagement and adoption. Additional services include developing and implementing a Change Champion Network (CCN), ongoing stakeholder engagement, and maintaining an active stakeholder register

Data Governance (DG)
Connecticut Medicaid Enterprise Technology System (CT METS) Program in collaboration with staff of the Department of Social Services (DSS) Business Intelligence + Analytics Division, the DSS Data and Governance Committee (DGC), to enhance enterprise data governance, quality, and management standards. Deloitte provides subject matter expertise to support the development and implementation of enterprise-wide governance policies, frameworks, and best practices. This work includes assessing data governance structures, defining data ownership and access models, and establishing compliance standards aligned with state and federal regulations.
Deloitte also supports the integration of data governance activities across DSS divisions and CT METS programs, promoting consistent governance processes, data-sharing protocols, and oversight mechanisms. These efforts help DSS improve data integrity, security, and usability, enabling more effective decision-making and operational efficiency across the agency.

Enterprise Care & Case Management (ECCM)
Deloitte is designing, developing, and implementing the Salesforce-based Enterprise Care and Case Management (ECCM) solution, leveraging their Long-Term Services and Supports (LTSS) framework and Accelerator. ECCM follows a hybrid agile approach and replaces the legacy My Community Choices (MCC) system. ECCM includes functional modules, such as Case Management, Reporting & Analytics, and Authorize Referral.
The ECCM solution includes a member portal for unauthenticated referrals and a worker portal to support the following programs:
- Community First Choice (CFC)
- Connecticut Housing Engagement and Support Services (CHESS)
- Money Follows the Person (MFP)
The ECCM enables the Department to coordinate and manage the care of Medicaid beneficiaries with complex health needs. Transitioning to the new system automates processes, reduces manual workloads, enhances operational efficiencies, and improves stakeholder satisfaction and accessibility.

System Integration Platform (SIP)
Deloitte is implementing the System Integration Platform (SIP) project to enable efficient integration of multiple Medicaid solutions through a unified, enterprise-wide data sharing platform. SIP serves as a single point of entry for both internal and external systems interacting with the Medicaid Enterprise System (MES), delivering secure and scalable integration across diverse MES modules via prebuilt Application Programming Interfaces (APIs), intuitive monitoring dashboards, robust data management, and comprehensive compliance with Centers for Medicare and Medicaid Services (CMS) and Medicaid Information Technology Architecture (MITA) standards. SIP offers centralized services for data intake, transformation, and standardization, simplifying enterprise data processes by:
- Streamlining all forms of data communication—including batch processing, APIs, and web services—through a centralized integration layer
- Supporting data cleansing, data quality validation, and Single Sign-On (SSO) across multiple Medicaid modules
- Enabling centralized health checks and real-time monitoring throughout the MES ecosystem
- Allowing enterprise services, such as address validation, to be securely shared with external systems and agencies
- Reducing or eliminating the need for custom, point-to-point interfaces, which significantly lowers maintenance and operational costs
By enabling streamlined integration, automation, and data excellence, SIP empowers the department to meet critical program goals such as proactive healthcare delivery and operational excellence.

Independent Verification & Validation (IV&V)
The Independent Verification and Validation (IV&V) scope of work includes the contractor’s independent and unbiased reporting and evaluation for project progress to the Centers for Medicare and Medicaid Services (CMS). The IV&V contractor is a third-party entity providing unbiased oversight.
The contractor monitors and makes recommendations that support overall quality assurance to the program.
