HUSKY C


Program Overview


HUSKY C is a Medicaid program that provides health coverage for eligible adults 65 and older, adults with disabilities, and working adults with disabilities. HUSKY C includes long-term services and supports that provide long-term care coverage for adults who are over 65 or disabled.

  • Over the age of 65
  • Between the ages of 18 and 65 and are blind or have another disability

 

HUSKY C also includes long-term services and supports, and Medicaid for employees with disabilities. Medicaid covers a variety of health care services. Visit our benefit overview to understand the many types of benefits offered.

 

You need to meet certain income and asset levels, which can change depending on which part of HUSKY C you may qualify for. If your income is over Medicaid income limits, you may still qualify under the spend-down program.

 

The spend-down program allows some applicants to get Medicaid even though their income or assets are over the limit. You may qualify if you spend your excess income or assets on qualifying medical expenses.

 

Long-Term Services & Supports (LTSS)

LTSS includes:

  • Skilled nursing home care
  • Home and community-based services (Medicaid waivers).

 

Eligibility 


Who is eligible?

 

  • Connecticut residents who are 65 years of age or older, and/or that are blind or disabled
  • Income and asset eligibility varies, depending on which part of HUSKY C you may qualify for:

Asset and income limits: 

 

  • HUSKY C
    • Income limits:
      • Single Person - $2,523
    • Asset Limits:
      • Single person - $1,600
      • Married couple - Based on CSPA (Community Spousal Protected Amount)
  • HUSKY C LTSS requires a five-year income and asset review for individuals that have not received DSS Medicaid program benefits and also pass an asset test.
    • For single people, the income limit is $2,523.
    • For single people, the asset limit is $1,600.
    • For a married couple, asset and income limits are based on the CSPA (community spouse protected amount).
  • Medicaid for Employees with Disabilities
    • Some Connecticut individuals may be eligible for Medicaid, also known as MED-Connect.
    • MED-Connect provides medical assistance if you’re employed with a disability. You may qualify for full Medicaid/HUSKY coverage while you continue to work.
    • You may be required to pay a monthly premium based on your income. The income limit for MED-Connect is $75,000 annually.
    • Asset limits for MED-Connect are:
      • For a single adult, $10,000
      • For a married couple, $15,000
Documents and Information You Need to Apply

 

You may be asked to provide the following:

 

HUSKY C (including Med-Connect) Verification Documents

  • Proof of identity (driver’s license, passport, etc.)
  • Proof of citizenship
  • Proof of gross earned income (pay stubs, letter from employer)
  • Proof of unearned income (SSA benefit, pension, VA benefit, child support paid to you)
  • Proof of asset values (bank account statements, life insurance policies, stocks, bonds, vehicles, burial contracts)
  • Proof of other health insurance (copy of front/back of card, verification of monthly premium amount)
  • Power of attorney/conservator documents


Long-Term Services and Supports (LTSS)

In addition to the items listed above for HUSKY C and Med-Connect, you may be asked to provide the following:

 

  • Real estate documents (warranty deeds, life use documents, quit claim documents, reverse mortgage documents)
  • Bank and financial statements (including appendices, schedules, annual accountings, and amendments of trusts and annuities for the past 5 years)
  • A copy of your spouse’s death certificate, will and probate inventory document if your spouse died in the past five years.
  • A copy of your divorce decree if you were divorced in the past five years.
  • Documents needed to determine Community Spousal Amount (CSA):
    • Spouse’s monthly gross income
    • Condo fees
    • Mortgage/rent payment
    • Property taxes
    • Utility bill
    • Homeowner’s insurance

Med-Connect and HUSKY C

 

 

Long-Term Services and Supports (LTSS)

  • Apply online: Visit www.connect.ct.gov and click “Apply for Benefits.”
  • Apply by mail: Complete the W-1LTC and include any additional documentation needed. Mail your application packet and supporting documents to your assigned LTSS Application Center (Waterbury, Bridgeport, New Haven, or Greater Hartford). All Medicaid applications for care in a nursing home should be sent directly to either the Bridgeport, New Haven, or Waterbury DSS offices. See the list of specific towns and cities here. All new Medicaid applications for (Medicaid waiver programs) home and community-based services statewide should be mailed to or dropped off at the Greater Hartford office.
  • Drop off your application: Complete the W-1LTC and include any additional documentation needed. Outside drop-boxes are available at your assigned LTSS Application Centers. Refer to the ”Apply by mail” section above for more details.
  • Renewals and interim changes should be sent to the DSS ConneCT Scanning Center, not to the Long-Term Services and Supports Application Centers.

DSS field offices are open Monday, Tuesday, Thursday, and Friday, from 8-4:30 p.m. (closed on Wednesdays). The DSS Client Information Line & Benefits Center phone line can be reached by calling 1-855-6-CONNECT (1-855-626-6632). Phones are open Monday, Tuesday, Thursday, and Friday, from 7:30 a.m.-4:30 p.m. 


Need Help or an Accommodation?

Visit a DSS field office where a worker can help you fill out forms, get documentation, make medical appointments, and get medical documentation to prove a disability. 

People who are deaf or hard of hearing and have a TDD/TTY device can contact DSS at 1-800-842-4524.  

Persons who are blind or visually impaired can contact DSS at 1-860-424-5040.

For questions specific to a pending LTSS case, clients may call the assigned caseworker directly. Applicants will be provided a worker’s contact information once the case is assigned.
