Written comments will be considered only if they are received within ten days from the date of this bulletin.

Branch Activity
Section 36a-145 of the Connecticut General Statutes requires that each application for a branch, or for a limited branch at which loans will be made, be accompanied by a plan detailing how adequate services to meet the banking needs of all community residents will be provided. Plans are submitted when such applications are filed and are available for public inspection and comment at this Department for a period of 30 days. TRUST POWERS
On November 18, 1998, pursuant to Section 36a-250(a)(7) of the Connecticut General Statutes, approval was granted to New England Bank & Trust Company to exercise trust powers.
MAIN OFFICE RELOCATION
On November 19, 1998, pursuant to Section 36a-81 of the Connecticut General Statutes, Aeltus Trust Company filed an application to relocate its main office from 242 Trumbull Street, Hartford, Connecticut, to 10 State House Square, Hartford, Connecticut.
ORGANIZATION OF HOLDING COMPANY
On November 11, 1998, Cornerstone Bank, in connection with an application filed on October 22, 1998, pursuant to Section 36a-181 of the Connecticut General Statutes, filed a community reinvestment plan which is available for public inspection and comment at the Department of Banking for a period of 30 days.
SECTION 36a-425 APPLICATIONS
On November 18, 1998, applications were filed by The Bank of New York Company, Inc., a New York corporation, and Alliance Capital Partners, L.P., a Delaware limited partnership, to establish offices of their jointly-owned subsidiary, BNY Mortgage Company LLC, a New York limited liability company, at 10 Mason Street, Greenwich, and 1150 East Putnam Avenue, Riverside, Connecticut.
NEW COMPILATION OF BANKING AND RELATED LAWS
AND BANKING REGULATIONS READY FOR DISTRIBUTION
Last year, this department adopted a new process of compiling both banking and related laws and regulations to ensure access to the most current versions. The department will revise and re-publish these compilations whenever legislative or regulatory changes necessitate a revision. The next revision should be completed following the close of the 1999 Connecticut General Assembly. Please note that our compilation of banking and related laws is not intended to be a substitute for the official General Statutes of Connecticut published by authority of the State of Connecticut nor is our compilation of regulations adopted by the Banking Commissioner intended to be a substitute for the official Regulations of Connecticut State Agencies published by the Commission on Official Legal Publications.
