Release-Based Cleanup Program

The Release-Based Cleanup Regulations (RBCRs) describe requirements to report, characterize, and cleanup releases to the environment. Release is defined as “any spilling, leaking, pumping, pouring, emitting, emptying, discharging, injecting, escaping, leaching, dumping or disposing into or onto the land and waters of the state…of oil or petroleum or chemical liquids or solids, liquid or gaseous products or hazardous waste…” The RBCRs also contain cleanup criteria for soil and groundwater and various compliance measures and variances that may be used to address releases.  The RBCRs fulfill statutory requirement created by CGS 22a-134pp to 134xx.

Responses to submitted questions will be provided in updates to Frequently Asked Questions documents, Q&A annexes to training courses, or individually if appropriate.
